Ephrata man killed in highway collision near Winchester
WINCHESTER – An Ephrata man was killed in a two-vehicle collision shortly before 2 p.m. today (Thursday, Nov. 13) on State Route 28 East, about seven miles east of Quincy.
The victim, 49-year-old Joshua A. Julian, was pronounced dead at the scene, reported the Washington State Patrol.
Troopers said Julian was westbound on the highway when his 2016 Tesla struck the trailer of a semi truck that pulled out in front of him.
The 2019 Mack Pinnacle truck was driven by Luis C. Castro, 36, of Othello. He was not injured in the collision. Both drivers were wearing seatbelts.
Castro was leaving a private driveway and attempting to make a left-hand turn onto the eastbound lane of the highway when he failed to yield to the oncoming car, according to the WSP report.
The two vehicles came to rest blocking both lanes of the highway, prompting its closure to through traffic for several hours.
The wreck remains under investigation and Castro faces a charge of second-degree negligent driving, the State Patrol said.
